SUBANG JAYA, 19 May 2013: A big congratulation to Quantity Surveying and Construction Students of Quantity Surveying Department, who managed to won 2 awards at the 5th RICS-RISM International Conference for Undergraduates 2013 held on 19 and 20 April at Taylor’s University, Lake Side Campus, Subang Jaya.

The conference is a series of annual event jointly organised by Royal Institution of Surveyors (RICS), Institution of Surveyors Malaysia (RISM) and Association of Authorized Land Surveyors Malaysia (AALSM) hosted together with participating Universities on a rotational basis. It provides a platform for undergraduates from the various accredited surveying courses in Malaysia as well as Asia Pacific Regional Universities to share and exchange ideas, promote understanding and build their networks amongst the participants from the various surveying disciplines and universities apart from giving the opportunity to the students to present their undergraduate research publicly. This year, it was hosted by Taylor’s University at Lake Side Campus.

The 5th RICS-RISM International Surveying Conference for Undergraduate 2013 was opened to both national and international participating universities within the Asia Pacific Region. The participating university comprises of Universiti Malaya, Universiti Teknologi Malaysia, Universiti Sains Malaysia, Universiti Teknologi Mara, Universiti Tunku Abdul Rahman, Taylor’s University, The Hong Kong Polytechnic University (Hong Kong), Tong Ji University (China), Chong Qing University (China) and Huazhong University of Science and Technology (China).

Our students have managed to win two of the Best Speakers Award category. The winners for the Best Presenters are Farah Azwanee Aminuddin and Dayang Afiqah Abang Mohammad Shibli. The students were also given the opportunity to send in their resumes to several future employers who participated in the career booth during the conference. From the responses gathered, it was found that many of them have managed to secure a job during the walk-in interviews.

The papers presented were judged by both academicians and prominent industry players that includes Dato’ Mani Usilappan (RISM), Prof. Omar Munir (UTAR), Assoc. Prof. Dr. Ting Kien Hwa (UiTM), Sr. Assoc. Prof. Dr. Azlan Shah Ali (UM) and Dr. Mastura Jaafar (USM). The adjudicators for the parallel session were randomly selected from the participating universities and had been given the task to choose the best speaker during each parallel session. All in all, 27 papers were vetted and presented.

The plenary session of the conference was chaired by Bill Jones, the President of RICS Asia Pacific Region and the presenters includes Ar. Ben ThumMun Cheong (SIACAD Pte Ltd), Prof. Sr. Dr. Hjh Wan Maimun Wan Abdullah (Khalid Ahmad Architects), Sr. Ho Chin Soon (RISM), Sr Ong Hock Teck (RICS) and Prof. Dr. Ting Kien Hwa (RICS). Topics presented at the plenary session were in conjunction with the conference theme ‘Empowering Young Surveyor: Technologies of Tomorrow’. The awards were presented by Sr Kwan Hock Hai, the Chairman of RICS Malaysia. The next competition will be hosted by Universiti Malaya in 2014.

Once again the students of Quantity Surveying and Construction Programme have managed to outshine other contenders’ from participating universities within the Asia Pacific region. Kudos to all as this year is the 4th year in a row that the participating students from the Quantity Surveying department have managed to win in the conference.

The “Pay first Argue Later: Making Sense of Adjudication Under CIPAA 2012” seminar was successful held on 14th May 2013 at the Convention Hall, Block B12, Faculty of Built Environment, UTM. It was jointly organized by the Master of Science in Construction Contract Management Programme, the Department of Quantity Surveying, UTM, the Kuala Lumpur Regional Centre for Arbitration (KLRCA) and the Royal Institutions of Surveyors Malaysia, Johor Bahru Branch. The Dean of the Faculty of Built Environment, Associate Professor Dr. Roslan Amirudin had delivered the opening speech and officiated the seminar. In his opening speech he spoke about the importance of understanding the law set out in CIPAA 2012. The sole speaker of the seminar was the distinguished Professor Datuk Sundra Rajoo, the Director of Kuala Lumpur Regional Centre for Arbitration (KLRCA).

In his presentation, Professor Datuk Sundra Rajoo deliberated on the main content of the 2012 Act, its main aims, the conditions and procedures for referring payment disputes to adjudication. He also explained the qualification required to become registered adjudicators. He also informed the participants that KLRCA is the authority that is responsible for the implementation and enforcement of the Act. The Centre is now drafting the necessary regulations for the purpose of enforcing the Act in June 2013.

The seminar agenda was divided into two sessions. Each session provided informative insights of the CIPAA 2012. The first session was essentially an introduction to statutory adjudication generally and then proceeded with an explanation of the adjudication process, jurisdiction of arbitrator and adjudication authority. The second session concentrated on the CIPAA regulations: registration and administration of adjudication, appointment of adjudicator, costs of adjudication, adjudicator’s fee, adjudication proceedings and exemptions.

This one day event had attracted an impressive 100 participants from various professionals in the construction industry such as architects, quantity surveyors, lawyers, entrepreneurs and the other surveyors. They had actively participated in the question and answer sessions. Several pertinent issues were brought up. The participants’ main concerned was basically about the strategies to embrace the implementation of CIPAA 2012 and the need for more qualified adjudicators. The seminar had receive remarkable support from the industry players and many of them had indicated interest to participate in any upcoming programme.

To the organizing committee of the Seminar on Pay First Argue Later: Making Sense of Adjudication under CIPAA 2012, a hearty congratulation and thank you is surely due for a job well done.

Professor Amran Hamzah Appointed as Co-Chair of an IUCN Commission

Faculty of Built Environment’s Professor Amran Hamzah now serves on the Steering Committee of International Union for Conservation of Nature – Commission on Environmental, Economic & Social Policy (IUCN-CEESP) as the Co-Chair of the joint CEESP and World Commission on Protected Areas (WCPA) Theme on Indigenous Peoples, Local Communities and Equity in Protected Areas (TILCEPA) for two years from January 2013-December 2014. He was personally appointed to the post by Aroha Te Pareake Mead,  Chair of the IUCN CEESP on June 18. As a member of the Steering Committees, Professor Amran Hamzah will share the role of Co-Chair with Dr. Nigel Crawhall of South Africa and Dr. Trisha Kehaulani Watson of Hawaii, USA.

The appointment of Professor Amran Hamzah comes on the heels of the renewed mandate of the IUCN-CEESP during the World Conservation Congress held in Jeju, South Korea in September 2012, and in reaffirming the importance of the work of CEESP to provide insights and expertise and promote policies and action to harmonise the conservation of nature with the crucial socioeconomic and cultural concerns of human communities.

Before his appointment, Professor Amran Hamzah who is the Director of Centre for Innovative Planning and Development (CiPD) of the Faculty of Built Environment, was the deputy vice chair of the IUCN WCPA Asia for Southeast Asia region. Aside from his academic obligations and advisory roles to several government agencies, he is currently working on a research project for the development of Asian Protected Area Philosophy proposed under the auspices of the IUCN WCPA.

The appointment of Professor Amran Hamzah to the post is indeed an honour to the faculty and to Universiti Teknologi Malaysia. This goes to show that even internationally renowned organisations such as the IUCN, which is the world’s oldest and largest global environmental organisation, recognises the contribution of one of our own. The IUCN currently has thousands of field projects and activities carried out by almost 11,000 voluntary scientists and experts in some 160 countries.

Won Second Prize of UG Design Competition

Zubaidah Awang won the second prize of UG Design Competition held by Asian Cultural Landscape Association at The Seoul National University on 12-14 Oct 2013. The title of her project is Cultural recreational park at Pulau Kekabu, Malaysia. The comment of judging panel is that the project was a good design and practical scheme but not that creative. The design achieved the objectives of the project illustrated by a clear and well-organized presentation. Its site analysis was thorough, and the design philosophy fits to the cultural landscape value.

Hence, Zubaidah is awarded with US$300 and a certificate from ACLA. Congratulation!!!

Amatalraaof For the coming convocation, Amatalraaof Abdullah Abdulwahid won the award Anugerah Pro-Canselor  (Ijazah Sarjana melalui Penyelidikan). Her thesis is on Zaha Hadid’s Architecture of Form. She completed her masters in three semesters and she was supervised by Ismail Said and Dilshan Remaz Ossen. After her viva she published two indexed papers, and now she is preparing a book based on her thesis findings. Congratulation to Amatalraaof.
